Community Governance Review – Balsall and Berkswell
Solihull Council has approved the Final Proposals for the Community Governance Review covering the Balsall and Berkswell area.
The Final Proposals set out the Council’s recommendations for future community governance arrangements and can be viewed here.
The changes include:
- Creating a new parish council, which amalgamates both Balsall and Berkswell Parish Council into one singe parish council for the total area.
- The name of the parish council will be: Balsall and Berkswell Parish Council.
- The total number of parish councillors will be 15.
- Four wards would be created for representation
- Berkswell ward
- Balsall Common West ward
- Balsall Common East ward
- Temple Balsall, Fen End and Meer End ward
These changes will be effective from the May 2027 parish council elections.
The Council is keen for the outcome of this review to reflect the broadly held views of residents within the affected areas. If you have an interest in the review and would like to make a submission on matters that may not have arisen earlier in the review process, we would welcome your comments below. The deadline for submissions is Wednesday 20 May 2026.

Earlier this year, Solihull Council invited residents to share their views on Balsall and Berkswell Parish Council’s joint request to merge both parish councils.
Following your feedback, we have now launched the second stage of consultation on the Community Governance Review for Balsall and Berkswell. We would like to hear your views on three draft proposals, which can be summarised as:
- Option A – Merge the two parish councils and create four parish wards (see map)
- Option B – Alter the current boundary to the existing railway line (West Coast Main Line) (see map)
- Option C – Continue with the existing arrangements
We want the outcome of this review to reflect the views of local residents. If you have an interest in this review or are affected by its outcome, please share your thoughts - even if you responded previously.
