What is the review for?

    Local authorities have a statutory duty to review polling districts and places.

    The review seeks to ensure electors have reasonable and practical facilities for voting and that polling places are accessible to all electors, as far as is reasonable and practicable.

    The first stage of the review considered the existing polling district boundaries against the new Solihull ward boundaries, which were announced by the Local Government Boundary Commission in March 2025.

    The second stage of the review seeks representations on proposed changes to the existing arrangements. 

    The maps provided as part of this review show the new ward boundaries, with the new ward names, and the proposed polling districts and places.

    This review is concerned only with the administrative subdivision of the new wards into polling districts, which are then assigned polling places.

    The following is not considered as part of the review:

    • the changing of any ward boundaries - this can only be done by statute following an electoral review carried out by the Local Government Boundary Commission
    • the changing of any parish council boundaries - these can only be changed as part of a Community Governance Review

    What is a polling district, place and station?

    • a polling district is a geographical area within an electoral ward or parliamentary constituency
    • a polling place is a location within the polling district where a polling station is situated
    • a polling station is the room or area within the polling place in which voting takes place

    What changes to existing polling arrangements have been proposed?

    The Council received 33 valid responses to the initial consultation which have been considered in the draft proposals. When drawing up the draft proposals, the Council’s focus is on causing minimum disruption to voters and only making changes if they are necessary.   

    The changes include the (Acting) Returning Officer’s comments for the Parliamentary constituencies that fall within Solihull.   

    Draft proposals include:  

    • ensuring the new polling districts align with the new borough ward arrangements that have been set by the Local Government Boundary Commission for England (LGBCE) 
    • ensuring that the new parish ward arrangements set by the LGBCE have been implemented and that each parish ward is its own polling district. New parish ward arrangements are in place for Bickenhill & Marston Green Parish Council, Kingshurst Parish Council and Smith’s Wood Parish Council 
    • a new polling district for residents in Blythe Valley, ensuring that voters in Blythe Valley can have a polling place closer to home 
    • The Olton Project replaces Kineton Green Primary School as a polling place in Olton 
    • Shirley Heath Junior School replaces Blossomfield School as a polling place in Shirley South
    • a new polling place in Shirley South – The Layca Centre – to balance the additional electors added to Shirley South ward 
    • two small polling districts added to Silhill ward (SH06 and SH07) to ensure the new ward boundary for Silhill matches the Parliamentary boundary between Meriden & Solihull East and Solihull West & Shirley 
    • polling district prefixes changed for the following wards: Balsall and Berkswell (BB), Fordbridge (FB), Kingshurst and Smith’s Wood (KS) and Meriden and Arden (MA)

    Who can make a representation?

    We welcome representations on existing polling districts and places from:

    • electors
    • candidates and agents
    • political parties
    • members of the council
    • other elected representatives
    • local community groups
    • any individual or body with expertise in access for persons with any type of disability

    How your information will be used

    All responses will be considered carefully and used to inform the Council’s decisions relating to the Polling District and Polling Place Review.

    All documents relating to the review will be published on the Council’s website, and made available for public inspection at the Council House, Manor Square, Solihull, B91 3QB.

    At the conclusion of the review we are required to publish any representations made, however any personal details provided (name and address) will not be published.

    What happens next?

    Following the conclusion of the final consultation, proposals will be taken to Governance Committee and Full Council for consideration.
